3500 STUDENTS TO GET EDUCATION UNDER EVS

LAHORE, October 21:

The Punjab Education Foundation (PEF) has signed agreements with 22 different private schools of Lahore and Kasur for providing free education to deserving children under its Education Voucher Scheme (EVS) in deprived areas of these districts.

PEF Project Officer (EVS) Shafique Ahmad signed on behalf of the Punjab Education Foundation.

According to the PEF spokesman, 3500 deserving students of these partner schools will get free education; while PEF will spend a sum of Rs. 1225000 on the education of these students every month. The spokesman informed that these schools are situated in Mehmood Booti, Karole, Sharifpura, Harbanspura,Mominpura, Bhogiwal, Bhagrian in Lahore and Ali park, Bhassarpura, Rukanpura, Kot Mirbazkhan, Kot Sherbaz Khan and Katchiabadi of Shahbaz Road in Kasur.

It may be added here that Punjab Education Foundation is providing free education to as many as 16500 students in Lahore under its EVS program. With the inclusion of 3500 new students, its total EVS number will reach to 20000, the spokesman concluded.

The agreement signing ceremony of Punjab Education Foundation’s 20 newly partnered schools under its Education Voucher Scheme will be held at PEF-EVS Office at Rashidpura Lahore on Oct.21st at 9-00 A.M. PEF will spent a total of Rs.8, 75000 every month on the education of deserving students.

As many as 2500 students of these newly partnered schools will benefit from this didactic scheme which is aimed at providing free education to the poor families, near to their homes, who cannot afford to give education to their children for want of resources. This programme is especially beneficial for the girls who get education in schools near to homes.

10th PEF-QAT to be held on Nov.1st

10th Quality Assurance Test (QAT) of the Foundation Assisted Schools (FAS) of Punjab Education Foundation (PEF) will be held on November 01, 2010 in different districts of the province.

This was stated by PEF spokesman in a statement issued here today.

The spokesman informed that QAT is out-sourced to ensure complete transparency. The QAT will be a two week activity and 40 percent marks are required for at least 75 percent students to get through it. PEF has developed eight lakh students data bank to avoid any impersonation, he concluded.

The Punjab Education Foundation (PEF) is committed to put into practice complete financial discipline to ensure transparency and accurate use of funds. We believe that discipline is a necessary talent for proper financial management. Financial discipline forms the core part of the financial planning process which guides towards establishing and maintaining discipline in financial matters.

Chairman Punjab Education Foundation (PEF) Raja Muhammad Anwar stated this while briefing the 25 member Commerce Department students’ delegation of a local University at his office here today.

Raja Anwar told the delegation that it has been decided to hold performance audit of the PEF working so that its performance could be further improved. The World Bank has completed third party audit evaluation of PEF programmes, he told.

He told that partnership of private institutions has helped to improve their standard of education as 35 top positions have been bagged by the partner institutions in the Punjab Examination Commission (PEC) exams which held recently. He said that PEF is especially working to promote education in peri-urban and poor hinterlands where quality education is still a distant dream. Out of 129 institutions, partnered with the PEF under New School Program (NSP) in different districts, 127 are situated in rural areas where more than 6,680 girls are enrolled. PEF is planning to increase the total NSP schools’ number to 200, he added.

Raja Anwar impressed upon the Commerce students to develop and introduce new models of financial discipline and transparency besides devising suitable sustainability strategy to keep the development projects going on.

Judge and Teacher have equal importance- Justice (R) Bhagwandas

Chairman Federal Public Service Commission (FPSC) Justice (R) Rana Bhagwandas has said that a Judge sitting in the courtroom and teacher enjoys equal importance. Both, justice and knowledge are pivotal pillars of society that strengthen other organs of the State, as well. Adding that age-old norms of tolerance, social equality and peaceful co-existence are real emblem of Pakistani culture, he said that we need to ensure free education for all the children. This will herald real social change at the grassroots.

He was addressing the EVS Awareness Seminar at Rawalpindi Arts Council Auditorium, Rawalpindi on Saturday. The function was arranged by Punjab Education Foundation (PEF) to sensitize the policy makers, educationists, donor representatives and general public about launching of Education Voucher Scheme in Lahore, Rawalpindi, Kasur and Multan for the poorest of the poor children.

In his keynote address, Justice (R) Rana Bhagwandas said that rule of law cannot be implemented without promotion of education. Knowledge-based society is a key to get rid of fanaticism and bigotry, he maintained. “Knowledge catalyzes good governance and public friendly policy formation.” He also appreciated the launching of free education for the poor by the PEF, adding that inclusion of non-Muslims is a welcome step.

Chairman PEF Raja Muhammad Anwar said that PEF has launched EVS in the districts of Lahore, Multan, Kasur and Rawalpindi with the doling out of 25000 vouchers and now EVS will also be launched in 32 other districts of the province. This scheme is very useful for providing quality education to poor children near to their doorsteps. In one year, two million children will be benefitting from free education by the PEF, he informed. PEF model of public private partnership is very economical and cost-effective as a paltry sum of Rs.50, 000 are spent on a students’ education till Matric. PEF has also planned to launch capacity building of low-income school teachers with Rs.500 fee category. We ensure that our students get best of the best education at State expense, he maintained.

The function was also addressed by Columnist Rauf Klasra who maintained that media should reconsider its priorities and real issues should be highlighted. While adopting un-conventional approach, we should sensitize our children about the art of living good life. Social taboos should be kaput; he maintained and observed that new generation should also be taught about importance of small family.

Earlier, PEF Regional Coordinator Naveed Abbas briefed the participants about the PEF working. DCO Rawalpindi Imdad Ullah Bosal also attended the function.

The Public Private Partnership model introduced by the Punjab Education Foundation (PEF) for the promotion of education of the poorest children is the cheapest as it requires only Rs. 350 per month, besides text books, to educate a child in a partner school. Punjab Government is committed to promote education in the province in accordance with the Millennium Development Goals. We believe that education is one powerful catalyst to eradicate poverty and give confidence to the women as 52% students are female in PEF partner schools.

This was the gist of conversation of Chairman Punjab Education Foundation Raja Anwar with a group of international donor representatives who met with him at PEF Board Room to discuss and evaluate Foundation Assisted School programme of the Punjab Education Foundation. PEF Dy. MDs, various programme Incharge and Punjab Government Officers, besides DFID and WB representatives, also attended the meeting.

PEF Chairman Raja Anwar and DMDs briefed the meeting about various steps taken to promote education through public private partnership in Punjab and added that various administrative as well as financial governance measures have helped to achieve results. They maintained that financial transparency is maintained through multiple systems of checks and balances.

On the occasion, Dashyanth Ragu and Javed Malik presented their presentations about educational scenario in Punjab. The meeting agreed that education is the basic right of every child and innovative measures should be adopted to promote education.

The Punjab Education Foundation (PEF) has launched complete district-wise list of its partner schools at its official website www.pef.edu.pk to keep update the public about availability of its partner schools/organizations in their respective areas.

This was stated by PEF spokesman in a statement issued here today.

The spokesman said that list of partner institutions included schools partnered under FAS, NSP, EVS and partner CPDP NGOs.

This step is part of an overall strategy to achieve the broader goals of corporate governance through better utilization of information technology.

The spokesman reiterated that various steps including computerization of students’ data, online complaint redressal system and third party evaluation of QAT tests etc have helped to improve departmental efficiency and achieve desired goals.

PEF to introduce free vocational education in Matric- Raja Anwar

The Punjab Education Foundation (PEF) has planned to introduce free vocational training for the deserving students of Matric classes enrolled in its 2000 partner schools in 29 districts to enable them to earn their livelihood after the matriculation exams as skilled laborers. It will especially help those students who do not want to pursue further education.

This was stated by Chairman Punjab Education Foundation, Raja Muhammad Anwar, while presiding over a departmental meeting of 30 partner NGOs involved in the training/capacity building of partner school teachers at PEF committee room here today. The meeting was also attended by PEF-DMD (Operation) Tanveer Ahmad Zaffar, Project Officers Sadia Zia, Munazza Zameer, Ali Khan, Mariam Shakir and others.

The meeting reviewed in detail the joint collaboration for the training of teachers for improving their capacity building. The training programme is launched to ensure quality education in low-income schools where teachers are usually low paid and less-educated.

Raja Anwar told the meeting that PEF training modules have been designed to sensitize the teachers about the menace of corporal punishment, importance of human rights, child psychology and education of students with learning disabilities. The PEF, with the sole purpose of improving teaching skills and understanding of child psychology, has already imparted training to as many as 90 thousand school teachers of private sector which helped to improve the standard of education in private sector, he told. He also informed that after the computerization of school data of eight lakh students of Foundation Assistant Schools, the computerized data bank of partner school teachers is also being planned for effective coordination with them. The ITization will ensure better coordination and working with the partners, he maintained. PEF is committed to improve its partnership with the partner organizations so that the benefits of Public-Private partnership could be effectively delivered to the poor students.

Raja Anwar also impressed upon the partner NGOs to foster the universally accepted principles of human rights and child rights, besides improving the communication skills of the teachers. He maintained that PEF is doing a great job by providing educational opportunities to the poor strata.

The meeting was also addressed by PEF-DMD (O) Tanveer Zaffar and NGOs’ representatives who presented different proposals about effective utilization of teachers training.
