The Punjab Education Foundation is committed to organize free educational facilities for the out of school children of deprived families in the districts with low-literacy rate. In this regard, PEF has planned to increase the total number of 129 schools, partnered under New School Program (NSP), to 200 by December 31, 2010, to provide free educational facilities to maximum number of deserving students. NSP has emerged as the most economic model of public private partnership for providing educational facilities to out of school children of poor and neglected localities, where no other infrastructure is available to children especially girls.
This was maintained by Managing Director Punjab Educational Foundation Mohyuddin Ahmad Wani while giving a detailed briefing to a three member delegation of World Bank headed by Ms. Sofia Shakil and accompanied by Huma Ali Waheed (Research Analyst) and Umbreen Arif (Education Specialist) at PEF Board Room here today. On the occasion, PEF DMD (Ops) Tanvir Zaffar, DMD (F) Salman Anwar Malik, Directors and Programme Officers were also present. The World Bank delegation is currently on a technical visit of Lahore to devise an interim strategy for the rehabilitation of flood-hit education sector in the province.
Mr. Wani told that 450 new schools have been partnered under Foundation Assisted School programme this year. This helped to accommodate as many as three lakh additional students who were earlier deprived of free education, he added. MD-PEF also briefed about usefulness of Education Voucher Scheme for economically deprived families living in peripheral urban slums and said that total number of EVS students will be increased to 20,000 in the provincial metropolis, adding that Southern districts are main focus of PEF’s attention. He continued that PEF is most transparent, result-oriented and dedicated organization which has won confidence of the poor and multiple systems of checks and balances have further helped in maintaining fiscal transparency.
The World Bank delegation termed the PEF’s EVS and NSP initiatives as helpful and beneficial for the poor which have provided free educational facilities to the destitute families.

As many as 80 schools will be set up under phase 3rd of New School Program (NSP) of Punjab Education Foundation in 12 different districts of the province. The purpose is to provide educational facilities to poor students near to their doorsteps so that they may not stop learning. It will also help in reducing drop-out ratio and thus alleviating poverty. The NSP has proved especially beneficial for the female students who cannot go afar for education.
This was maintained by Chairman Chief Minister’s Taskforce on Elementary Education/ Punjab Education Foundation, Raja Muhammad Anwar while presiding over a meeting to evaluate the pace of development of New School Program in promoting education in the poor strata, at PEF Board Room on Friday. He further maintained that every effort should be made to attain 100 percent literacy in the country as no nation could achieve zenith of power and development in the comity of nations without it.
On the occasion, Project Officer (NSP) Hassan Javed told the meeting that 5 schools in Lodhran, 8 in Vehari, 7 in RY Khan, 5 in Layyah, 10 in Khaniwal, 10 in Bhakkar, 4 in Attock, 9 in Sargodha, 5 in Mianwali, 5 in Khushab, 7 in TT Singh and 5 in Narowal will be set up under phase 3rd of NSP. He told that poor and peri-urban areas, where public or private sector infrastructure is unavailable, will be given priority for setting up new schools in these districts.
Raja Anwar termed the PEF as successful mode of public private partnership for promoting education in the province and said that every effort should be made to achieve 100 percent literacy in the province.
The meeting was attended by PEF-MD Mohyuddin Wani, DMD (O) Tanvir A Zaffar, PO (NSP) Hassan Javed and other Officers.

According to an assessment plan primed by the Punjab Education Foundation (PEF), an amount of Rs. 2 million is required to restore and re-functionalize each of the 92 affected PEF partner schools situated in the flood-affected Southern Districts which have been badly hit by the gushing waters. The amount is estimated for the construction of a school with four class-rooms, Principal’s office, toilet and necessary furniture for the students.
Managing Director Punjab Education Foundation Mohyuddin Ahmad Wani stated this while briefing the three member delegation of Telenor Pakistan headed by Manager Public Affairs (North) Nasir Imam Bukhari at PEF Board-Room, here on Tuesday. PEF DMD (Operations) Tanvir Ahmad Zaffar, DMD (Finance) Salman Anwar Malik, Director (FAS) Nadeem Masood and Project Officer (CPDP) Ms. Maryum Shakir also attended the meeting.
At the outset, Ms. Shakir presented a detailed presentation to the delegation about the flood assessment conducted by the PEF and told that out of 92 schools, found to be affected so far, 64 are Foundation Assisted Schools while 28 others are registered under New School Program. Currently, the meeting was informed that PEF is partnered with 1776 schools in 29 Districts under FAS program and 129 schools in eight Districts for New School Program in Punjab. She also informed that out of more than 8 lakh students enrolled under FAS program, 52% are female and 48% are male. Female are more benefiting from PEF mode of public private partnership, she exclaimed.
On the occasion, Mr.Wani told that most of the affected schools are situated in the marooned Districts of Bhakkar, Dera Ghazi Khan, Jhang, Layyah; while the survey of badly hit Tehsils of peripheral Rajanpur District is not yet held due to travel hurdles in wake of great deluge. PEF is going to launch a comprehensive flood assessment survey after Eid holidays, he informed.
As the 80% of PEF partnership infrastructure is situated in Southern Districts, therefore, PEF is especially striving to rehabilitate the affected schools with the support of Corporate Sector. The affected schools are 5% of the total partner schools, he concluded.

Telenor Pakistan- a Norway based leading cellular giant, has offered technical and financial assistance to help rehabilitate the flood-affected school infrastructure of Punjab Education Foundation (PEF) so that their students could resume their education without any delay.
In this regard, Manager Public Affairs (North) of Telenor Pakistan Syed Nasir Imam Bukhari called on the Managing Director Punjab Education Foundation Mohyuddin Ahmad Wani, at his office here on Friday, and held detailed discussions to initiate an appropriate support programme for the rehabilitation of affected schools. The meeting agreed that it is best time to comply with the principles of ‘Corporate Social Responsibility’ (CSR) to garner corporate support to help mitigate the suffering of the hoi polloi. Realizing that education best fights poverty, they made a commitment to ensure that all boys and girls, having equal opportunities of schooling, should go to school. Telenor Pakistan would like to support rehabilitation of PEF partner schools as they are providing free education to about one million poor children, assured Mr. Bukhari. He appreciated that students get free education at the cost of PEF.
On the occasion, MD-PEF Mr. Wani informed that Punjab Education Foundation has adopted stringent measures to ensure total transparency in its system. He added that continuous monitoring and evaluation of partner schools’ working ensures quality education and optimal attainment of desired goals.
